چکیده

آﻳﺎ ﺑﺎ ﺳﺎزوﻛﺎرﻫﺎی رﺳﺎﻧﻪای   ﻣﻮﺟﻮد ﻣﻲ ﺗﻮان ﻳﻚ ﺑﺤﺮان را ﻣﺪﻳﺮﻳﺖ ﻛﺮد؟ آﻳﺎ ﺑﺮای ﺣـﻞ ﻳﻚ ﺑﺤﺮان ﻣﻲ ﺗﻮان ﻓﻘﻂ ﺑﻪ اﻋﻤﺎل ﺳﺨﺖاﻓﺰاری ﺗﻜﻴﻪ ﻛﺮد ﻳﺎ ار ﺗﺒﺎﻃﺎت و ﻣﺴﺎﺋﻞ ﻧـﺮم   اﻓـﺰاریﻫﻢ ﻣﻲﺗﻮاﻧﻨﺪ در ﻣﺪﻳﺮﻳﺖ ﺑﺤﺮان ﻣﺆ ﺛﺮ ﺑﺎﺷﻨﺪ؟   آﻳﺎ ﻣﻲ ﺗﻮان ﻳﻚ ﺑﺮﻧﺎﻣﻪ ﺟﺎﻣﻊ در ﻣﻮرد ﻣﺪﻳﺮﻳﺖ ارﺗﺒﺎﻃﺎت ﺑﺤﺮان ﺗﻬﻴﻪ ﻛﺮد؟   در اﻳﻦ ﻣﻘﺎﻟﻪ ﺑﺎ ﻣﺮور ادﺑﻴﺎت  و ﺗﺠﺮﺑﻪ   ﺑﺤﺮان در ﻣﻨـﺎﻃﻖ ﻣﺨﺘﻠـﻒ ﺟﻬﺎن، ﺧﻮاﻫﻴﻢ دﻳﺪ ﻛﻪ ﻧﻘﺶ ارﺗﺒﺎﻃﺎت در ﺑﺤﺮان ﻛﻤﺘﺮ از ﻣﻴﺰان واﻗﻌﻲ ارزﻳﺎﺑﻲ ﺷﺪه اﺳﺖ .واﻗﻊ در  اﻫﻤﻴﺖ    ارﺗﺒﺎﻃﺎت آﻧﻘﺪر زﻳﺎد    اﺳﺖ ﻛﻪ ﮔﺎﻫﻲ  ﻣﻲ  ﺗﻮاﻧﺪ ﭘﻴﺶ از ﺷﺮوع ﺑﺤﺮان از وﻗﻮع آن ﭘﻴـﺸﮕﻴﺮی ﻛﻨﺪ .ﺗﺠﺮﺑﻪ  ﻫﺎی  ﻛﺸﻮر  ﻫﺎ   و ﺗﻴﻤﻬﺎ ی ﻣﺪﻳﺮﻳﺖ ﺑﺤﺮان در ﻣﻨﺎﻃﻖ ﻣﺨﺘﻠﻒ ﺟﻬﺎن ﻧﺸﺎن داده ﻛﻪ ﻳـﻚ ﺳﺮی از اﺻﻮل ﻛﻠﻲ ارﺗﺒﺎﻃﻲ ﻣﻴﺎن اﻛﺜﺮ   ﺑﺤﺮاﻧﻬﺎ ، ﻣﺸﺘﺮک ﻫﺴﺘﻨﺪ ﺑﻨـﺎﺑﺮاﻳﻦ ﺗـﻴﻢ ﻣـﺪﻳﺮﻳﺖ ﺑﺤـﺮان می تواند ﺑﺎ اﺳﺘﻔﺎده از اﻳﻦ اﺻﻮل ﻳﻚ ﺑﺮﻧﺎﻣﻪ ﻛﻨﺪ ﺑﺮای ﻛﺎر ﺧﻮد ﻃﺮاﺣﻲ کند.

Role of communication in crisis management

Can the existing media mechanism help us manage a crisis? Is hard method sufficient to manage crisis or communicative and soft ones should be applied? Is it likely to establish all-encompassing plan for communication crisis management? In this paper by reviewing the existing body on crisis and communication crisis management in different situations we well find that the role communication has been underestimated. Inreality, communication is so important that it can sometimes prevent a crisis before its explosion.The experiences of crisis management teams in different parts of the world has revealed that there is a certain common principles for most of crisis and so the crisis management team can design a general program for themselves by considering these principles.
